Foreign Office, October 1, 1906. I AM informed by the British and Chinese Corporation that the funds at Shanghae and in London are only sufficient to enable the work of construction of the Shanghae- Nanking Railway to be carried on at most for another three months.

You should do your best to impress the urgency of the case upon the Chinese Government, and point out to them that operations will have to be suspended if permission is not given to the Corporation to issue bonds for the balance of the loan, or if China does not at once find the money. I consider that the Corporation are being badly treated, and if the obstruction continues, His Majesty's Government will have to demand compensation, and payment of it will be insisted upon. The Chinese Government should be made clearly to understand that His Majesty's Government view in a serious light their failure to make any progress with this and other engagements. Great patience has been exercised on the part of His Majesty's Government; this particular case is, however, clearly one in which no further delay is admissible.
